The Inspector-General of Police Vijay Kumar said that the major challenge for the year 2022 “is to deal with hybrid militancy” – whom police identify as those who aren’t in direct contact with the handlers and live inconspicuously among the civilian population. Kumar while briefing media in Srinagar counted the “achievements” and operations carried out during the year 2021. While giving details of the active militants in the region Kumar said, 168 militants including foreigners are active in Kashmir. “We have made a list of 25 Hybrid militants who aren’t categorized,” the IGP said.
