Jammu and Kashmir police has registered cases against more than 9,000 persons, particularly the youth that has been participating in anti-India and pro-freedom activities since 2009 to 2013.

Police data maintains that from January 2009 till December 2013, the police registered around 1,800 cases against more than 9,000 persons for taking part in various demonstrations held across the Kashmir Valley.

The data reveals that in Srinagar district, 740 cases were registered against 3,175 persons, followed by Pulwama with 127 cases against 1,176 persons, Islamabad with 191 cases against 940 persons, Baramulla with 256 cases against 867 persons and Bandipora with 127 cases against 779 people.

Similarly in Kulgam 87 cases were registered against 751 persons, in Shopian 79 cases against 709 persons, in Kupwara 53 cases against 420 and in Ganderbal 75 cases were lodged against 349 people.

The state administration however has announced for the second time the amnesty for the youth implicated in the cases of stone-pelting during the protests. However, the similar amnesty announced three years back by the Jammu and Kashmir Chief Minister Omar Abdullah is yet to be implemented.

After the amnesty announcement by Chief Minister Omar Abdullah, Senior Superintendents of Police (SSPs) of all the districts in Valley had submitted a list to the office of Inspector General of Police, Kashmir, about the cases that according to police were not of serious nature.

The data maintains that cases against only 1,520 youth booked in around 249 cases were recommended by the Superintendents of Police for perusal of amnesty. “The SPs recommended the cases for amnesty after proper assessment of the incidents in their areas of jurisdiction,” a senior police official said. He said that these cases were referred to Home Department of the territory for withdrawal in December 2012.
