Srinagar: Governor, Satya Pal Malik today gave his assent to the Jammu & Kashmir Reservation (Amendment) Bill, 2014, providing reservation to the persons belonging to Pahari community, clan or tribe having distinct cultural, ethnic and linguistic identity, in the Government jobs.

The amendment provides for addition of a separate category of the persons belonging to Pahari community, clan or tribe having distinct, cultural, ethnic and linguistic identity among the Socially and Educationally Backward classes (other than Scheduled Caste and Scheduled Tribes).

The methodology and authority for identification of Pahari Community shall be notified by the Government.
Because of the remoteness and inaccessibility of the areas of their residence, the Pahari community has historically faced considerable economic distress leading to overall socio-economic backwardness.

On one hand, they are not able to compete with other sections of the society who are better placed in terms of socio-economic position as also in terms of access to services like Education and Health Care due to above mentioned disadvantages.

On the other hand, the Pahari People are not able to derive any benefit even at the lower rung in respect of getting employment.

The welfare legislation is aimed at providing job opportunities to the Pahari people residing in backward areas of the state.

This was a long pending demand of the people belonging to this group and will go a long way in improving their status, educational and job opportunities. (KNS)

  1. The decision is irrational and shall further create skewedness in job opportunities for open category people who are already competing for the meagre allocated seats . Besides most of them have grown into under class due lack of financial stability as state is having lesser private sector employment.

  3. The community like ST and SC are hanged there is need of solving the issue of reservation in promotion thats why employees belonging to those community
    may get their share kindly abolish or restore it so that this problem can be solved .

  4. j&k governor ji aap pahele mujhe mera haq/right to permanent resident certificate for which i am legally entitled dilwa dijiye. mere grandfather thereafter my father and now in myself name i had gardwari of land in ALLA j&k i am residing since last two year i j&k i applied for rationcard transferinf it from nagpur maharashtra to jammu legally by submitting those documents which was not granted and asking for PRC and for PRC asking for ration card. My ancesters are belonging of CHANDRAT thesil of POONCH district theteafter partition we had shifted for livelihood out of J&k but we are Original J & K inhibitants we had denied PRC status and i can give you several names of our relatives who had been given state subject eventhough they do not posses land at present & even to UP BIHARI BANGLADESHI your j & k administration had provided state subject PRC and too individual having citizenship of USA & his brother living in jalandhar punjab you had provided PRC but to original inhibitants of J& K holding at present land and residing in j &k you are not able to give me PRC state subject right no officer of your admin is cooperating and simply asking those documents which we never required just like ration card etc as our income is above 4 lakhs so please consider my case with sympathy and exception and by using your authority please help me to get my PRC – Harjot singh Rihan 9423103204 adv bombay high court nagpur bench
